Federal Contracting Assistance Programs

To help provide a level playing field for all businesses, the federal government limits competition – or sets aside – a certain percentage of contracts for (1) small businesses and (2) businesses in certain socio-economic or other categories.  These “small business set-asides” help qualified businesses to compete for and win contracts.

To compete for “set aside” contracts, businesses must register in one of the SBA’s Contracting Assistance Programs.

Programs include:

  • 8(a) Business Development: The federal government tries to award at least five percent of all federal contracting dollars to small disadvantaged businesses each year.

  • HUBZone:  The federal government tries to award at least three percent of all federal prime contracting dollars to HUBZone-certified small businesses each year.

  • Women-Owned Small Business:  The federal government tries to award at least five percent of all federal contracting dollars to women-owned small businesses each year.

  • Service-Disabled Veteran-Owned:  The federal government tries to award at least three percent of annual federal contracting dollars to service-disabled veteran-owned small businesses.
